In April 2007, the Federal Communications Commission (FCC) released new
rules requiring telecommunications carriers to safeguard the privacy of
their customers' proprietary network information. The need for these new
rules became apparent when numerous data brokers, or pretexters, obtained
unauthorized access to customers' proprietary network information and sold
it online for a price. The additional privacy safeguards enacted by the
FCC sharply limit pretexters' ability to obtain unauthorized access to
this type of personal customer information.
